  • Expression of Interest are invited for Road Safety Speed Management Study in Argentina The World Bank is seeking a firm to support the National Road Safety Agency (ANSV) of Argentina with the following activities related to the implementation of automated speed enforcement systems, with a focus on point to point cameras : 1. Overview of relevant international and regional experiences and benchmark on market ready solutions of automated speed enforcement systems, with a focus on those based on point to point cameras. 2. Review the local legal and institutional framework to identify aspects that need to be considered when moving from a system based on fixed cameras, to one using both fixed and average speed cameras. It should also identify the regulatory needs and key stakeholders, including identification of elements that should be contained in a potential update of the regulations. 3. Review of technology limitations, restrictions and considerations related to communications, connectivity, electric power, and availability of ancillary infrastructure both in general and in specific to be applied to the local context of Argentina. 4. Proposal of strategic principles for national deployment in Argentina of a speed camera system that combines fixed and average speed cameras, with the aim of maximizing road safety benefits. It should include a roadmap with a prioritization of phases for its implementation and an associated budget. 5. Recommendations for site selection taking into account the nature of average speed enforcement, available technologies, types of roads where they provide the highest benefits, and other considerations that could have an effect on the impact in system implementation. 6. Design of a project results framework to monitor and evaluate the performance of a national average speed camera program over time, including an ex ante cost-benefit analysis. 7. Identify key locations and propose a plan for a pilot for technology demonstration in one of those locations, including proposed technology, timeline, team, budget, KPIs, national and local stakeholders to be involved, and an ex ante cost-benefit analysis. FUNDING SOURCE The World Bank Group intends to finance the assignment / services described below under the following: - BANK BUDGET - Support to road safety in Argentina under the Bloomberg Initiative - The budget assign to this consultancy is $ 50,000. The World Bank Group now invites eligible firms to indicate their interest in providing the services. Interested firms must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc. for firms; CV and cover letter for individuals). Please note that the total size of all attachments should be less than 5MB. Consultants may associate to enhance their qualifications. Interested firms are hereby invited to submit expressions of interest. Expressions of Interest should be submitted, in English, electronically through World Bank Group eConsultant2 (https://wbgeconsult2.worldbank.org/wbgec/index.html) NOTES Following this invitation for Expression of Interest, a shortlist of qualified firms will be formally invited to submit proposals. Shortlisting and selection will be subject to the availability of funding. Only those firms which have been shortlisted will receive notification. No debrief will be provided to firms which have not been shortlisted. Qualification Criteria 1. Provide information showing that they are qualified in the field of the assignment. 2. Provide information on the technical and managerial capabilities of the firm. 3. Provide information on their core business and years in business. 4. Provide information on the qualifications of key staff.
