- Expression of Interest are invited for Waste Management Study for the City and Province of Buenos Aires. Publication Date: 24-Aug-2022 Expression of Interest Deadline: 14-Sep-2022 Assignment Description Since 2009, the Bank has been supporting the Government of Argentina through its Autoridad de Cuenca Matanza Riachuelo (ACUMAR) in implementing the Matanza-Riachuelo Basin Sustainable Development Project (P105680). With a total Bank financing over $1.2 billion, the objective of the Project is to improve environmental quality of the most polluted river basin of the country. Among other, the project is constructing a mega sewerage infrastructure the Riachuelo System to better collect, treat and dispose of municipal sewage of the concessional area of the Agua y Saneamientos Argentinos (AySA), an industrial park and an industrial wastewater treatment facility targeting on industrial wastewater discharges from the high polluting leather sector, and water and sanitation networks for low income communities in the City of Buenos Aires (CABA) and the Province of Buenos Aires (PBA). While these interventions will improve environmental quality significantly, there are serious waste management issues that have yet to be fully addressed in the basin, in particular in low-income communities of CABA and many small municipalities of PBA. Recognizing waste challenges faced by the Matanza Riachuelo Basin (MRB) and PBA and at the request of ACUMAR and PBA, the Bank plans to recruit an international consulting firm to help the Bank review current waste management practices in the Basin and investigate strategic options for improved waste management and circular economy development in the three MRB jurisdictions. It is expected that findings of these analyses will be shared with these agencies and stakeholders to support evidence-based decision-making processes at ACUMAR and related CABA and PBA agencies. Such findings will also help the Government of Argentina and the World Bank to plan next phases of investment activities to further improve environmental quality of the MRB.
